An “Exceptional Natural Resource Value” wetland is defined by WCA as an area <br />that has: <br />1) habitat for state-listed endangered or threatened species; <br />2) rare native plant communities; <br />3) special fish and wildlife resources, such as fish passage and spawning areas, colonial <br />waterbird nesting areas, migratory waterfowl concentration areas, deer wintering areas, <br />or wildlife travel corridors; <br />4) sensitive surface waters; or <br />5) other resources determ ined to be exceptional by the technical evaluation panel, which is <br />made up of wetland, plant, and wildlife habitat experts from various local and state <br />agencies. <br /> <br />It is anticipated that because of the tamarack swamp, Site 3 would qualify for credit under this <br />category. Wetlands are located primarily on the west side of the site. The wetlands have <br />been impacted by a ditch network as well as farming or grazing practices over the last 60 years. <br />Two parcels make up Site 4. One parcel is in private ownership and the other is owned by the <br />State of Minnesota. Portions of the site have been identified as areas of medium wetland <br />restoration potential. The site is located within the Greenway System, is within the Wetland <br />Preservation Corridor, and has been identified as a Natural Resources Conservation Area. <br /> <br />Based on a review of available historic aerial photographs (1991 – 2016), soil data, National <br />Wetland Inventory, and contours, it is anticipated that approximately 18.5 acres of wetlands exist <br />within the site. Approximately 2.22 acres have been farmed periodically since at least the 1950s, <br />and would have the potential to be restored either hydrologically, vegetatively, or both. Drainage <br />ditches are located throughout the west half of the site, and it is anticipated that these ditches are <br />removing hydrology from portions of the wetland. As a result, it is anticipated that approximately <br />16 acres of wetland area could be hydrologically restored. Based on 50-foot buffer widths, <br />approximately 10 acres of native upland buffer would be constructed with the project. This area <br />also includes the approximately 2-acre upland area in the northeast portion of the parcel. The <br />remaining upland areas in the southeast portion of the site could be developed .
