WS – Item 3
WORK SESSION STAFF REPORT
Work Session Item No. 3

Date: October 2, 2017

To: City Council

From: Diane Hankee, City Engineer

Re: Traffic Policy

Background

Staff established an internal Traffic Safety Committee in 2013 to address traffic related issues
within the City. The committee includes staff from the Engineering, Community Development,
Public Services and Public Safety departments.

To assist with the review of traffic related issues, the committee has drafted a Traffic Policy
document. The purpose of the document is to establish uniform processes and procedures for
evaluating speed, safety and signage requests. The policy is based on the guidelines and
recommendations contained in the most current version of the Minnesota Manual On Uniform
Traffic Control Devices (MnMUTCD).

The City currently practices the procedures laid out in the Traffic Policy. Adopting the policy
will provide improved communication and methods when addressing traffic related requests.
The policy will also aid in educating those not familiar with traffic guidelines and regulations.

Requested Council Direction

1. Provide feedback on the Traffic Policy.
2. Direct staff to place on the October 9, 2017 City Council meeting for consideration.

Attachments

1. Traffic Policy
