2 <br /> <br /> <br />BACKGROUND <br /> <br />In June 2016, the Council passed Resolution No. 16-51 approving the PUD Development Stage <br />Plan/Preliminary Plat for Watermark. The resolution details in its finding of fact that <br />Watermark is consistent with the Comprehensive Plan and creates a master planned residential <br />development that upholds the City’s public values by creating a multi-functional, open space <br />greenway corridor integrated with stormwater conveyance system, wetland management and <br />trails. The resolution also establishes architectural design standards, lot sizes and public <br />dedication requirements for the entire Watermark development. <br /> <br />Per the applicant’s narrative, “While the locations of the Lennar’s lot sizes and housing <br />products differ from the Mattamy Homes’ approved Planned Unit Development Stage Plan and <br />Preliminary Plat, architectural standards have been established in the approving resolutions. <br />Lennar’s proposed open spaces, trails and sidewalks, street widths, typical street sections, street <br />layouts, stormwater management, sanitary sewer, and watermain are essentially the same as <br />proposed by Mattamy Homes. <br /> <br />The approved Planned Unit Development Stage Plan and Preliminary Plat conditions that <br />detached townhomes maintain a minimum 44’ width and a minimum lot area of 5,720 sq. ft. <br />The Lennar proposed Land Use Plan contemplates an age-targeted, homeowners association <br />maintained Lifestyle Villas Collection on 60’ to 65’ wide lots and will be privately owned <br />rather than a detached townhome. These lots maintain a minimum of 60’ in width and an <br />average area of 7,800 square feet. Single family detached homes will have varying lot sizes <br />ranging from 55’ wide to 75’ wide and range in size between 7,150 sq. ft. to 9,750 sq. ft.” <br /> <br />In Step 1, Lennar is proposing an amendment to the Land Use Plan of the PUD Development <br />Stage Plan to modify lot sizes to adjust to their available housing product types. Those <br />proposed changes include: <br /> <br />• Elimination of the 44’ wide lots <br />• Addition of 60’ wide lot product <br />• The 55’, 65’ and 75’ lots previously approved remain throughout the development <br />• Slight reconfiguration of the townhome area <br />• Addition of a second townhome product type (back to back) <br />• Introduction of an age-targeted “Villa” product geared toward the empty nester with <br />single level living <br /> <br />The following chart compares the approved Mattamy Homes plan with Lennar’s proposed <br />revised plan. <br /> <br />Lot Width Mattamy # Lots Lennar # Lots Difference <br />75 174 126 -48 <br />65 303 315 +12 <br />60 0 143 +143
