WS – Item # 1 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 1 <br /> <br /> <br />Date: October 2, 2017 <br /> <br />To: City Council <br /> <br />From: Michael Grochala, Community Development Director <br /> <br />Re: City of Columbus – Bituminous Asphalt Plat Update <br /> <br />Background <br /> <br />The City of Columbus received a request for rezoning, preliminary plat approval, and conditional <br />use permit to allow a hot mix asphalt plant from Bituminous Roadways, Inc. The proposed <br />project location is on 20th Avenue (CSAH 54) immediately north and adjacent to our municipal <br />border with the City of Columbus. <br /> <br />The Columbus Planning Commission held a public hearing for the request on June 21, 2017. No <br />action was taken at that time. <br /> <br />Anoka County Highway Department reviewed the request and provided a letter identifying <br />required improvements dated June 21, 2017. <br /> <br />A joint Planning Commission and Columbus City Council workshop was held on June 29 to <br />discuss the project. <br /> <br />In July a citizen petition was received by the Environmental Quality Board requesting the <br />preparation of a Environmental Assessment Worksheet (EAW). Consideration of the request <br />was suspended pending a determination on the EAW. <br /> <br />On August 16, 2017 the City of Columbus issued a press release regarding the project <br /> <br />On September 18, 2017 the Minnesota Pollution Control Agency, made a determination that no <br />EAW was required. The MPCA evaluated air quality, traffic, noise and wetlands/stormwater. A <br />copy of the Findings of Fact are enclosed for your review. <br /> <br />On September 20, 2017 the Columbus Planning Commission discussed a proposed zoning <br />ordinance amendment to allow Asphalt/Concrete Production Facilities within their light <br />industrial district. <br /> <br />On September 25, 2017 the Lino Lakes City Council requested the item be placed on the October <br />2, 2017 work session for discussion. <br />
