<br />Item No. 2 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 2 <br /> <br /> <br />Date: October 2, 2017 <br /> <br />To: City Council <br /> <br />From: Diane Hankee, City Engineer <br /> <br />Re: Intersection Control Evaluation (ICE) Report for Centerville Road (CSAH <br />21/CSAH 59) at Ash Street (CR J)/Wilkinson Lake Blvd <br /> <br />Background <br /> <br />The Centerville Road and County Road J intersection experiences poor operations and <br />congestion in both the a.m. and p.m. peak periods. In cooperation with the North Oaks <br />Development Company, Anoka County, Ramsey County and the City North Oaks an <br />Intersection Control Evaluation (ICE) was prepared. The purpose of the study is to <br />evaluate the traffic control and intersection lane geometry needed to address the current <br />congestion and accommodate future planned growth. <br /> <br />The study showed that under existing conditions the southbound approach and the <br />westbound right turn movements were having unsatisfactory levels of service. The study <br />used the City’s existing traffic (2018), and projected traffic based on future land use <br />(2038), to determine acceptable levels of service. The analysis concluded that either a <br />traffic signal system or roundabout would address the current a.m. or p.m. peak periods <br />of unsatisfactory levels of service, and provide adequate levels of service through 2038. <br /> <br />The estimated cost for a traffic signal with roadway improvements is $1,500,000 and for <br />a roundabout is $1,000,000. Based on design factors, MnDOT’s future plans for <br />roundabouts along the County Road J and Interstate 35E intersections, and estimated <br />project cost, a roundabout is recommended. <br /> <br />The next step is to identify the project funding. This involves refining project costs and <br />identify cost shares. Cost shares will be based on the jurisdiction and their associated <br />cost participation policy. The four jurisdictions are: Anoka County for the north leg, <br />Ramsey County for the south leg, Lino Lakes and Ramsey County for the east leg, and <br />the west leg is maintained by the Waverly Gardens development in North Oaks. <br /> <br />Requested Council Direction <br /> <br />Direct staff to place on the October 9, 2017 City Council meeting for consideration. <br /> <br />Attachments <br /> <br />1.
