<br />WS – Item 9 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 9 <br /> <br />Date: December 4, 2017 <br /> <br />To: City Council <br /> <br />From: Michael Grochala, Community Development Director <br /> <br />Re: 49/J Concept Plan <br /> <br />Background <br /> <br />Staff has had ongoing conversations with Richard Morris, owner of the 17 acre parcel north of <br />the liquor store and insurance agency, regarding potential development. This is the site that has <br />previously been considered for a grocery store. <br /> <br />The land is currently zoned GB, General Business but guided mixed use in the Comprehensive <br />Plan, intended for both commercial and residential development. <br /> <br />The Hodgson Road & CRJ Master Planning Study was prepared for the mixed use area and <br />approved by the City Council in 2007. The study was incorporated into the 2030 Comprehensive <br />Plan. The plan is intended to establish a general land use design with some specified important <br />design elements. As noted in the comprehensive plan, future amendments of the Plan may be <br />appropriate to address evolving community needs, market forces, and regulatory requirements. <br /> <br />The plan had four objectives: <br /> <br />1. Identify appropriate land uses (present and future) in the study area <br />2. Plan for road improvements to provide good access and circulation <br />3. Identify routing & Phasing solutions for utilities to facilitate future development <br />4. Plan for redevelopment while recognizing existing businesses. <br /> <br />The planning study assumed that approximately half of the area would develop with residential <br />uses at approximately 10 units per acre overall. The Comprehensive Plan allows the density to <br />range from 8 to 15 units per acre. <br /> <br />Analysis <br /> <br />The concept plan shows that the entire Morris property is proposed for residential development. <br />The proposal currently includes single level townhomes, an assisted living facility and a <br />proposed market rate multi-family building. A total of 162 residential units are proposed, which <br />would meet the required mixed use housing density. <br />
