1 <br /> <br />CITY COUNCIL <br />AGENDA ITEM 6A <br /> <br /> <br />STAFF ORIGINATOR: Katie Larsen, City Planner <br /> <br />MEETING DATE: December 11, 2017 <br /> <br />TOPIC: Consider Resolution No. 17-133, Watermark PUD Development <br />Stage Plan Amendment #2-Architectural Design Standards <br /> <br />VOTE REQUIRED: 3/5 <br /> <br />INTRODUCTION <br /> <br />Mattamy Minneapolis, LLC received PUD Development Stage Plan/Preliminary Plat approval <br />for Watermark in June 2016. The proposed development is a master planned residential <br />community located in the northwest quadrant of I-35E and CSAH 14/Main Street. It contains <br />12 parcels totaling approximately 372 gross acres and consists of a residential mix of 699 <br />single family lots and 172 townhome units totaling 871 housing units. <br /> <br />In February 2017 the City was informed that Mattamy Homes was moving out of the <br />Minnesota housing market and selling off its existing land holdings, including the Lino Lakes <br />site. Mattamy Homes has since been working on a potential sale of the development to Lennar, <br />a leading home builder in the Twin Cities and nationally. Lennar proposes to develop <br />Watermark using the same street, parks, trails and utility layout; however, some changes to the <br />PUD Development Stage Plan are required to create a master plan that supports their life cycle <br />housing products. <br /> <br />Lennar is proposing a 3 step approach to amend the PUD Development Stage Plan: <br /> <br /> Step 1 (September/October 2017): PUD Development Stage Plan Amendment to the <br />Land Use Plan to modify lot sizes <br /> <br />o On October 9, 2017, the City Council approved Step 1-Land Use Plan <br />Amendment with Resolution No. 17-95. <br /> <br /> Step 2 (November/December 2017): PUD Development Stage Plan Amendment to <br />modify architectural design standards <br /> <br /> Step 3 (March/April 2018): PUD Final Plan/Final <br /> <br />This Land Use Application is for Step 2. <br /> <br />BACKGROUND <br /> <br />In June 2016, the Council passed Resolution No. 16-51 approving the PUD Development Stage <br />Plan/Preliminary Plat for Watermark.
