<br />WS – Item #7 <br /> <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 7 <br /> <br />Date: December 4, 2017 <br /> <br />To: City Council <br /> <br />From: Diane Hankee, City Engineer <br /> <br />Re: West Shadow Lake and LaMotte Project Update <br /> <br />Background <br /> <br />Neighborhood meetings were held for the West Shadow Lake and LaMotte areas on November <br />28, 2017. At the meetings staff provided a project update on the roadway and drainage designs <br />and introduced the process for municipal utility extension. The LaMotte neighborhood meeting <br />was not well attended, and the West Shadow Lake meeting was very well attended. <br /> <br />West Shadow Lake <br /> <br />On December 11, 2017 the City Council will receive the Report on Improvements <br />Amending May 8, 2017 Feasibility Report which will include the project cost, <br />preliminary design and a proposed assessment roll. The Council will also set the Public <br />Hearing date. The procedure for assessing beneficial properties is governed by <br />Minnesota State Chapter 429 and the City’s Charter process. <br /> <br />Notices will be mailed to the property owners which will include the proposed <br />assessment amount and public hearing date and time. At the public hearing staff will <br />present the special assessment cost analysis. After the public hearing there is a 60 day <br />period before the Council may take action. <br /> <br />LaMotte <br /> <br />A survey was sent out to the property owners in the neighborhood on November 29, 2017 <br />to determine interest in the extension of municipal water. The surveys are due back on <br />December 5, 2017. The goal of the survey is gage interest, it does not commit property <br />owners to an assessment. Staff will only recommend moving forward with the watermain <br />extension and assessment process if there is neighborhood interest. We are hoping to <br />receive a reasonable amount of responses to the survey. <br /> <br />The enclosed presentations have detail on the preliminary designs for both neighborhoods. Staff <br />will highlight these items at the work session. <br /> <br />Requested Council Direction <br /> <br />None, information only.
