COUNCIL MINUTES August 14, 2017 <br />DRAFT <br />3 <br /> 90 <br />City Planner Larsen reviewed a PowerPoint presentation including information on: 91 <br />- Location of proposal for brand new facility; 92 <br />- Request for rezoning and conditional use; 93 <br />- Current location of business; 94 <br />- Site plan including new building location; 95 <br />- Access plans, delivery limitations, fencing plans; 96 <br />- Dumpster location; 97 <br />- Rendering of proposed building; 98 <br />- Review of upper and lower level of building; 99 <br />- Review of exterior plans for building; 100 <br />- Rezoning request; 101 <br />- Conditional Use request (based on business); 102 <br />- Planning and Zoning consideration (received one comment from nearby resident about traffic 103 <br />and parking of trucks) and recommendation for approval. 104 <br /> 105 <br />Mayor Reinert asked about the requests before the council; how can the ordinance receive second 106 <br />reading in the future while the other actions go ahead before that? City Planner Larsen explained that 107 <br />is how the actions are traditionally considered by the council and also language in the actions that 108 <br />recognize that order. 109 <br /> 110 <br />Council Member Maher asked about continuing operations and the construction schedule. Ms. 111 <br />Larsen said the business will continue in the current facility while construction is underway; there will 112 <br />be no down time. Council Member Maher added that she has had very good experience with the 113 <br />business. 114 <br /> 115 <br />Council Member Rafferty discussed with the business owner their plans for use of space and storage 116 <br />of equipment. 117 <br /> 118 <br />Council Member Manthey moved to approve the 1st Reading of Ordinance No. 07-17, as presented. 119 <br />Council Member Kusterman seconded the motion. Motion carried on a voice vote. 120 <br /> 121 <br /> ii. Consider Resolution No. 17-80, Approving Preliminary Plat 122 <br /> 123 <br />Council Member Manthey moved to approve Resolution No. 17-80, as presented. Council Member 124 <br />Maher seconded the motion. Motion carried on a voice vote. 125 <br /> 126 <br /> iii. Consider Resolution No. 17-81, Approving Conditional Use Permit for 127 <br />Commercial Planned Unit Development and Small Engine Repair 128 <br /> 129 <br />Council Member Manthey moved to approve Resolution No. 17-81, as presented. Council Member 130 <br />Kusterman seconded the motion.
