CITY COUNCIL
AGENDA ITEM 6G

STAFF ORIGINATOR: Diane Hankee

MEETING DATE: October 9, 2017
TOPIC: Consider Resolution No. 17-115, Approving Intersection Control
Evaluation (ICE) Report for Centerville Road (CSAH 21/CSAH
59) at Ash Street (CR J)/Wilkinson Lake Blvd.

VOTE REQUIRED: 3/5

INTRODUCTION

Staff is requesting City Council approval of the Intersection Control Evaluation (ICE) Report for
Centerville Road (CSAH 21/CSAH 59) at Ash Street (CR J)/Wilkinson Lake Blvd.

BACKGROUND

The Centerville Road and County Road J intersection experiences poor operations and
congestion in both the a.m. and p.m. peak periods. In cooperation with the North Oaks
Development Company, Anoka County, Ramsey County and the City North Oaks an Intersection
Control Evaluation (ICE) was prepared. The purpose of the study is to evaluate the traffic control
and intersection lane geometry needed to address the current congestion and accommodate future
planned growth.

The study showed that under existing conditions the southbound approach and the westbound
right turn movements were having unsatisfactory levels of service. The study used the City’s
existing traffic (2018), and projected traffic based on future land use (2038), to determine
acceptable levels of service. The analysis concluded that either a traffic signal system or
roundabout would address the current a.m. or p.m. peak periods of unsatisfactory levels of
service, and provide adequate levels of service through 2038.

The estimated cost for a traffic signal with roadway improvements is $1,500,000 and for a
roundabout is $1,000,000. Based on design factors, MnDOT’s future plans for roundabouts along
the County Road J and Interstate 35E intersections, and estimated project cost, a roundabout is
recommended.

The next step is to identify the project funding. This involves refining project costs and identify
cost shares. Cost shares will be based on the jurisdiction and their associated cost participation
policy. The four jurisdictions are: Anoka County for the north leg, Ramsey County for the south
leg, Lino Lakes and Ramsey County for the east leg, and the west leg is maintained by the
Waverly Gardens development in North Oaks.
