LMCTI Auto Coverage – Finance Director Cotton noted that the council had 15 <br />requested additional information on the city’s insurance claims (to the League of 16 <br />Minnesota Cities) for hail damage to city vehicles. Ms. Cotton first explained that the 17 <br />insurance deductible of $1,000 is charged per event so the city will pay that just once for 18 <br />the multiple vehicles damaged. She further explained that that the city does pay for 19 <br />repairs and receive a reimbursement; the mayor thought that was unusual but 20 <br />acknowledged that was the system being used. The cost is in the area of $120,000. 21 <br />Mayor Reinert remarked that claims from a private sector source, especially in that 22 <br />amount, wouldn’t be anticipated up front but, with government funds, there seems to be 23 <br />more expectation. He isn’t suggesting anything inappropriate but was mainly looking for 24 <br />education on the topic. 25 <br /> 26 <br />2. Review Regular Council Agenda of September 25, 2017 – 27 <br /> 28 <br />Items 2A – 2G – Finance Director Cotton reviewed the resolutions: adopting the 29 <br />preliminary budget, setting the hearing and cancelling various debt service levies that are 30 <br />allowed but not needed because there are adequate resources. 31 <br /> 32 <br />Mayor Reinert noted that he’s still anticipating a discussion on a parks and trails 33 <br />management plan. 34 <br /> 35 <br />Item 3A – 2nd Reading and Adoption of Ordinance No. 09-17, Amending the Lino 36 <br />Lakes Code of Ordinances (lawful gambling tax and reporting) – City Clerk Bartell 37 <br />further explained the staff recommendation to amend the City Code so that lawful 38 <br />gambling organizations in the city no longer must pay a tax to the city on their profits and 39 <br />to institute a change to reporting requirements. Council Member Rafferty questioned if 40 <br />the city intends to institute an investigation fee instead and Ms. Bartell explained that a 41 <br />fee will be proposed to begin in 2018 and that fee would represent the cities costs in 42 <br />enforcing lawful gambling regulations. 43 <br /> 44 <br />The meeting was adjourned at 6:25 p.m. 45
