COUNCIL MINUTES September 25, 2017 <br />DRAFT <br />4 <br /> 128 <br />6A) Consider 2nd Reading of Ordinance No. 08-17, Vacating Drainage Easement on 520 62nd 129 <br />Street – City Planner Larsen first indicated that Resolution No. 17-101 is included in her request for 130 <br />action. She reviewed the request for vacation of a drainage easement as well as the amendment to an 131 <br />easement requested by resolution. 132 <br />Council Member Manthey remarked that this vacation has been fully explored and developed through 133 <br />contact with the watershed district and others. 134 <br />Council Member Rafferty moved to waive the full reading of Ordinance No. 09-17 as presented. 135 <br />Council Member Maher seconded the motion. Motion carried on a voice vote. 136 <br />Council Member Rafferty moved to approve the 2nd Reading and adoption of Ordinance No. 09-17 as 137 <br />presented. Council Member Maher seconded the motion. Motion carried; Yeas, 5; Nays none 138 <br />Council Member Kusterman moved to approve Resolution No. 17-101 as presented. Council 139 <br />Member Manthey seconded the motion. Motion carried on a voice vote. 140 <br />6B) Consider Resolution No. 17-109, Authorizing Update of Pavement Management Plan - 141 <br />Community Development Director Grochala noted the city’s original development of a pavement 142 <br />management plan in 2004 intended to rate conditions and guide maintenance of the city’s roadways. 143 <br />Staff is requesting authorization to have the city’s plan updated as it is normally done every and also 144 <br />provide a more engaged update to the plan, including utilizing a new computerized rating system. 145 <br />Council Member Rafferty received information on the annual update of the plan; this would be more 146 <br />indepth. 147 <br />Mayor Reinert noted the concept behind having a plan driving the city’s road maintenance efforts and 148 <br />funding. 149 <br />Council Member Kusterman remarked that a lot can change in four years so he comprehends that a plan 150 <br />done that many years ago needs review. Community Development Director Grochala explained that the 151 <br />scheduled update is appropriate because it will provide a relook for the purpose of planning annual 152 <br />sealcoat and overlay projects, larger street reconstruction projects, and this would also update the 153 <br />software. 154 <br />Council Member Kusterman moved to approve Resolution No. 17-109 as presented. Council Member 155 <br />Manthey seconded the motion. Motion carried on a voice vote. 156 <br />6C) Consider Resolution No. 17-110, Authorizing the Request for Quotes for the Birch Street 157 <br />Trail Replacement, and the Century Farms Trail – City Engineer Hankee reviewed her written report 158 <br />that outlines the staff recommendation to request quotes for trail replacement and development. She 159 <br />reviewed the anticipated costs and funding sources available within the current budget. 160 <br />Council Member Kusterman noted that the Birch Park trail can collect water after rain; he wonders if that 161 <br />can be improved. Ms. Hankee said the trail will be raised two to three inches and that should be helpful. 162 <br />However, with a heavy rain, a complete water remediation would be necessary and would involve 163 <br />addition of drainage facilities. Ms. Hankee added that staff will continue to look for the best plan for the 164 <br />trail without moving water where it could a problem. 165 <br />Council Member Rafferty moved to approve Resolution No. 17-109 as presented.
