8 <br /> <br />A Development Agreement has been drafted by the City and shall be executed by the City and <br />the developer and recorded by the developer. <br /> <br />Title Commitment <br /> <br />The City Attorney has reviewed the title commitment and final plat and notes that consent from <br />First National Bank of Elk River is required. <br /> <br />RECOMMENDATION <br /> <br />The Planning & Zoning Board held a public hearing on September 13, 2017. There were no <br />public comments. The Board recommended approval of the PUD Development Stage <br />Plan/Preliminary Plat amendment and PUD Final Plan/Final Plat with a 6-0 vote. <br /> <br />The Board and staff recommend approval of the fourth PUD Development Stage <br />Plan/Preliminary Plat and PUD Final Plan/Final Plat for Century Farm North 7th Addition <br />subject to the conditions listed in the attached resolutions. <br /> <br />ATTACHMENTS <br /> <br />1.
