CITY COUNCIL WORK SESSION December 3, 2012 <br />DRAFT <br /> 4 <br />members want more information. The forecast has been retooled and represents an 135 <br />increase of just over fifteen percent. Much of the forecast is tied to property values in the 136 <br />city, with only 2013 values set at this point. The county assessor has reported that values 137 <br />are firming up but still there is a contraction over the five year period of about two 138 <br />percent. H e distributed information on capi tal outlay and reviewed the five year plan for 139 <br />those funds. There was discussion about the debt financing versus paying up front for 140 <br />capital equipment purchases. He reviewed the Five -Year General Fund Plan Summary 141 <br />and i mpacts on the genera l fund and possible tax levies, as well as projected tax capacity 142 <br />rates, general fund revenues and expenditures . The council discussed possible impacts 143 <br />of emerald ash borer and staff was directed to look at what impacted cities are do ing or 144 <br />preparing to do. The mayor suggested that as council members continue to review the 145 <br />forecast on their own, they should direct their questions to Mr. Rolek.
