APPROVED April 2, 2018 <br /> <br />Page 2 <br /> <br /> Jan Mrozinski (no address given) spoke in favor of improvements at Marshan Park, <br />including a basketball/multi use court, and perhaps the pavilion that was part of the <br />original park plans. There is great need with many families in the area. She also <br />supports trail improvements between Marshan and Park Court to improve access. The <br />Board noted that a trail along Lake Drive is under discussion as part of a future water <br />main project. <br /> <br />5. Review Proposed Eastern Heights Development <br /> Director DeGardner reviewed his written report and map of the proposed project. City <br />plans do not call for a new park in the area so staff is suggesting that the City receive <br />park dedication funds. He reviewed trail extensions that are planned for the area. Andrew <br />Levi made a MOTION to call for cash dedication in lieu of land for the development. <br />Richard Jensen supported the MOTION. All in favor and MOTION carried. <br /> <br />6. Review Arena Acres Park Survey Responses <br /> Director DeGardner reviewed input received over past years from area residents on the <br />future of this park. He believes there is interest at the City Council level for some <br />improvements to the park, especially since the 33 year old tennis courts were removed <br />last Fall. <br /> <br /> Park Board Comments: <br />- The need to get something in the park is clear; some type of hard court would satisfy <br />many needs; <br />- Lino Lakes Elementary playground improvements could have an impact on what is <br />needed; <br />- It will be important to continue to research the needs of the residents; <br />- Parking is lacking for anything that draws from the larger community. <br /> <br />Director DeGardner suggested that a master planning process may be the best course to <br />involve residents in planning for the future of the park and also include a funding <br />recommendation within the capital budget the Park Board is currently working on. The <br />Board concurred. <br /> <br />7. Discuss 2018 Parks & Trails Capital Projects Recommendation <br />The Park Board is in the process of formulating recommendations that will be forwarded <br />to the city council. Feedback from the community on this subject is being solicited and <br />received. <br /> <br />New cost information provided by Mr. DeGardner: <br />- The estimate for a trail from Apollo Drive from Lilac to Lake Drive is $115,000; <br />- The estimate for a trail from Lake Drive from Stagecoach Trail to Marshan in <br />conjunction with water main project is $75,000; <br />- Paving Sunrise Park hockey rink (asphalt only) is $43,000;
