CITY COUNCIL <br />AGENDA ITEM 3A <br /> <br /> <br />STAFF ORIG INATOR: Jeff Karlson <br /> <br />MEETING DATE: February 25, 2013 <br /> <br />TOPIC: Regional Utility System Feasibility Study <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />The Council is being asked to approve a resolution supporting the concept of a shared water <br />and sewer system with the cities of Centerville, Circle Pines, Columbus, Hugo, and Lexington. <br /> <br />BACKGROUND <br /> <br />About a year ago, the six administrators began discussing the feasibility of combin ing utility <br />operations to reduce costs. Hugo’s city engineer, Jay Kennedy, prepared a report and <br />concluded that there were no technical barriers to consider. <br /> <br />We have been in communication with State Representative Linda Runbeck about procuring a <br />grant fr om the Public Facilities Authority to study the feasibility of establishing a joint sewer <br />and water system. A legislative bill (attached) has been drafted and Representative Runbeck is <br />waiting for each city to support this measure before introducing the b ill. The other five city <br />councils have already voted to support the funding request. Each participating city would <br />contribute an equal amount for the cost of the study. We would like to limit the total <br />contribu tion to ten percent of the cost of the stud y up to $75,000, which would be $1,250 for <br />each city. <br /> <br />RECOMMENDATION <br /> <br />Consider approving Resolution No. 13 -22, requesting funding to investigate the feasibility of <br />collaboration venture. <br /> <br />ATTACHMENTS <br /> <br />Resolution No. 13 -22 <br />Draft of Legislative Bill
