CITY COUNCIL WORK SESSION February 25, 2013 <br />DRAFT <br /> 1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br />DATE : February 25, 2013 4 <br />TIME STARTED : 6:00 p.m. 5 <br />TIME ENDED : 6:2 0 p.m. 6 <br />MEMBERS PRESENT : Council M ember Stoesz , O’Donnell, 7 <br /> Rafferty , Roeser and Mayor Reinert 8 <br />MEMBERS ABSENT : None 9 <br /> 10 <br /> 11 <br />Staff members present: City Administrator Jeff Karlson; Community Development 12 <br />Director Michael Grochala; Economic Development Coordinator Mary Alice Divine; 13 <br />City Cler k Julie Bartell. 14 <br /> 15 <br />Review Regular Agenda, February 25, 2013 Council Meeting – The council reviewed 16 <br />the agenda for the meeting. 17 <br /> 18 <br />Item 3A, Resolution No. 13 -22, Authorizing Investigation Feasibility of a Regional 19 <br />Utility System – Administrator Karlson expla ined that he and other area city 20 <br />a dministrators are bringing forward a recommendation to jointly seek grant funding to 21 <br />study the feasibility of a joint sewer and/or water system. He distributed information 22 <br />outlining the purpose, background, involved agenc ies, key issues and rationale of the 23 <br />concept. At this time he is requesting council authority to sign onto the grant request. 24 <br />Mayor Reinert noted some concern about how a shared system may pan out for this city; 25 <br />Lino Lakes could lose control over its ow n utilities and there is the possibility of 26 <br />becoming responsible for older infrastructure in other cities. Administrator Karlson 27 <br />responded that, under this proposal, the city would still own its infrastructure but there 28 <br />could be some shared costs down the line. The m ayor said he doesn’t have a problem 29 <br />with doing the study but he wants the city to keep eyes wide open on the idea. The 30 <br />council concurred that it is worth doing the study and Administrator Karlson added that 31 <br />he is committed to working to keep the scope of the study where it should be. 32 <br /> 33 <br />Item 6A , Resolution No. 13 -20, Approving Efforts to Seek Special Legislation 34 <br />Authorizing Conveyance of Certain Tax -Forfeited Land from Anoka County to the 35 <br />Lino Lakes Economic Development Authority – Economic De velopment Coordinator 36 <br />Divine summarized her written report on Item 6A as well as the agenda items for the 37 <br />Economic Development Authority meeting scheduled before the regular council meeting. 38 <br />She explained that the Lino Lakes Assisted Living group wishes to purchase additional 39 <br />property within the tax forfeited Legacy area. In order to implement a plan, the city’s 40 <br />EDA would purchase the property from Anoka County and resell it to the developer; the 41 <br />county would receive some administrative costs and the cit y’s special assessments for the 42 <br />parcel will be covered. The Letter of Intent proposed is not a binding commitment . The 43 <br />second part of the action is to seek special state legislation to authorize the conveyance of 44 <br />the land. 45
