Wedel, City Engineer <br /> <br />MEETING DATE : March 25 , 20 13 <br /> <br />TOPIC : Consider Resolution No. 13 -34 Authorizing the Preparation o f <br />Plans and Specifications, 2013 Overlay Project <br /> <br />VOTE REQUIRED : 3/5 Vote Req uired <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting Council authorization to prepare plans and specifications for the 2013 Overlay <br />Project. <br /> <br />BACKGROUND <br /> <br />In accordance with the City’s Pavement Management Policy that was adopted by the City Council <br />on May 10, 2005 , s treets are selected annually for an overlay project. Overlaying is a maintenance <br />activity that includes patching of the existing street, milling the pavement adjacent to the curb, <br />followed by the placement of a bituminous wearing course over the entire su rface. <br /> <br />The City currently utilizes Cartegraph software to annually analyze the conditions of the City’s <br />streets and recommend segments that meet the overlaying requirements. Streets were selected for <br />overlays based on pavement management criteria, input from Public Works, and feasibility of <br />locations. The sel ected streets are Marvy Street , Jon Avenue, Rice Lake Drive, Rice Lake Lane, <br />Rice Lake Court, and Ulmer Drive . <br /> <br />The engineering cost to be paid by the hour sha ll no t exceed $39 ,8 00. <br /> <br />The schedule for this project is as follows: <br /> <br />City Council Authorizes Plan s and Specifications March 25, 2013 <br />City Council Appro ves Plans and Specifications May 28, 2013 <br />City Council Author izes Ad for Bids May 28, 2013 <br />Open Bid s June 26, 2013 <br />City Council A w ards Contract July 8, 2013 <br />Construction Begins July 29, 2013 <br /> <br />RECOMMENDATION <br /> <br />Staff reco mmends adoption of Resolution 13 -34 Authorizing the Preparation of Plans and <br />Specifications for the 20 13 Overlay Project. <br />
