Wedel, City Engineer MEETING DATE : March 25 , 20 13 TOPIC : Consider Resolution No. 13 -34 Authorizing the Preparation o f Plans and Specifications, 2013 Overlay Project VOTE REQUIRED : 3/5 Vote Req uired INTRODUCTION Staff is requesting Council authorization to prepare plans and specifications for the 2013 Overlay Project. BACKGROUND In accordance with the City’s Pavement Management Policy that was adopted by the City Council on May 10, 2005 , s treets are selected annually for an overlay project. Overlaying is a maintenance activity that includes patching of the existing street, milling the pavement adjacent to the curb, followed by the placement of a bituminous wearing course over the entire su rface. The City currently utilizes Cartegraph software to annually analyze the conditions of the City’s streets and recommend segments that meet the overlaying requirements. Streets were selected for overlays based on pavement management criteria, input from Public Works, and feasibility of locations. The sel ected streets are Marvy Street , Jon Avenue, Rice Lake Drive, Rice Lake Lane, Rice Lake Court, and Ulmer Drive . The engineering cost to be paid by the hour sha ll no t exceed $39 ,8 00. The schedule for this project is as follows: City Council Authorizes Plan s and Specifications March 25, 2013 City Council Appro ves Plans and Specifications May 28, 2013 City Council Author izes Ad for Bids May 28, 2013 Open Bid s June 26, 2013 City Council A w ards Contract July 8, 2013 Construction Begins July 29, 2013 RECOMMENDATION Staff reco mmends adoption of Resolution 13 -34 Authorizing the Preparation of Plans and Specifications for the 20 13 Overlay Project.
