Consider Resolution No.
1&31, Receiving Petition Against a Public Improvement; ii. Consider Resolution No. 1&32,
Ordering the Project, Approving the Plans & Specifications and Authorizing the Ad for Bid —
Brian Bourassa, WSB & Associates (City engineering consultant firm) reviewed the written report.
The first action is recognition of the receipt of a petition against the water main portion of the
LaMotte project. The street reconstruction project for LaMotte is going ahead as proposed. He
noted a portion of water main that will be installed (for safety reasons) at city cost.

Mayor Reinert explained that most cities don't like to reconstruct roads without including sewer and
water. In this city, however, the residents called for a different strategy — people know what they
need and that may be a road and not water and/or sewer for instance. In this case the residents of
LaMotte have indicated overwhelmingly that they do not want water added to this project.

Mr. Bourassa added that, as the council is aware, there is another street reconstruction project
proposed in the West Shadow Lake Drive area. He noted that there was no petition received so sewer
and water will remain apart of that project.

Council Member Stoesz received additional information on the water for fire services that would be
included.

Council Member Manthey remarked that he is glad to see the system worked so that residents will get
what they want.

Council Member Manthey moved to approve Resolution No. 18-31 as presented.
