City of Lino Lakes SWMP | February 8, 2013 Draft | 63 <br /> <br />Policy 4.7.2C: Continue to use the Alternative Urban Areawide Review (AUAR) process to <br />assess the impact of development on the City’s natural resources and infrastructure. <br /> <br />Goal 4.7.3: Capitalize on opportunities to enhance water quality, reduce runoff volume and flood damage, <br />and enhance ecological r esources by using open space and greenways. <br /> <br />Policy 4.7.3A: Encourage the use of open space in the design of City projects when multiple <br />benefits are realized. <br /> <br />Policy 4.7.3B: Capitalize on the efforts of others responsible for managing open space to enhan ce <br />their ongoing recreational programs, when these programs are related to the water and resource <br />management effort and are consistent with the City’s open space priorities. <br /> <br />Policy 4.7.3C: Seek opportunities to enhance habitat function and integrity, to b enefit water <br />resources and eco -systems. <br /> <br /> <br />4.8. Erosion & Sediment Control <br />Issues <br />Erosion prevention and sediment control is an important aspect in the effort to improve water quality and <br />protect and improve water and natural resources. Erosion is caused by run off over disturbed soils such as <br />on a construction site or along streambanks. This erosion can result in the transport of sediment into <br />water and natural resources. Sediment deposits and sediment transport can decrease water quality and <br />increase maintena nce efforts. <br /> <br />Goals & Policies <br />Goal 4.8.1: Prevent erosion and minimize the conveyance of sediment into surface water systems through <br />enforcement of the City’s Storm Water Pollution Prevention Plan (SWPPP). <br /> <br />Policy 4.8.1A: Require erosion control plans for all land disturbance activities in accordance with <br />the City ’s stormwater management ordinance. <br /> <br />Policy 4.8.1B: Continue to enforce the Illicit Discharge and Detection Elimination (IDDE) <br />Ordinance. <br /> <br />Policy 4.8.1C: Use best management practices (BMPs) at all construction sites per the MPCA <br />“Protecting Water Quality in Urban Areas” and Minnesota Storm Water Manual as amended. <br /> <br />Policy 4.8.1D: Coordinate construction site inspections and enforcement with watershed <br />management organization inspection staff. E nforcement actions will be taken where warranted to <br />support protection of water resources. <br /> <br />Policy 4.8.1E: Implement and perform good housekeeping measures to minimize sediment <br />entering the drainage system. <br />
