The extension of Otter Lake Road as it relates to this plat has been designed, bid and awarded by <br />the City with construction to commence within the next few weeks. Costs associated with the <br />street and utility construction will be assessed to benefitting property owners. The extension is <br />approximately 360 feet in length and serves Phase 1 of the development. Lot 1 , Block 1 shall be <br />accessed by an internal private drive and served with public utilities. Full access at this private <br />drive will serve the Phase 1 development until such time as Otter Lake Road is extended further <br />north. Full access to the entire site w ill then occur approximately 600 feet north of Main Street <br />and the internal private drive will become right in/right out only. Accordingly, the applicant will <br />be required to file a declaration acknowledging the future limited access. <br /> <br />The City Engineer ha s prepared the Development Agreement which provides for the submittal of <br />fees and securities to cover City review costs and ensure completion of the public and private <br />improvements in accordance with the approved plans. The City Attorney has reviewed the Title <br />Commitment. <br /> <br /> <br />RECOMMENDATION <br /> <br />Staff is recommending approval of the following items with conditions : <br /> <br />1.
