She also noted that the City has a policy in <br />20 place providing for collection of a $2,500 fee. <br />21 <br />22 Council Member Stoesz suggested that the policy be brought to the City Economic Development <br />23 Advisory Committee for review. <br />24 <br />25 Item 3A, Appointment of Accounting Clerk/ Utility Billing— Human Resources Manager <br />26 explained the process that has been used to identify a candidate for the vacant Utility <br />27 Billing/Accounting position in the Finance Department. She noted that the position duties have <br />28 been revised and the salary amended accordingly. Staff is recommending that the candidate be <br />29 granted step two on the salary scale. <br />30 <br />31 Item 3B, Amending Chapter 301 of the City Code relating to Public Parks and Grounds, <br />32 providing an exception to alcohol restriction for community festival — City Clerk Bartell noted <br />33 that the council has reviewed and approved I" Reading of this ordinance that would allow for <br />34 intoxicating beverages on park grounds for Blue Heron Days events. The council would <br />35 maintain consideration over these event by the requirement for a resolution. Conditions could <br />36 be placed on events through that process. Ms. Bartell added that she investigated the possibility <br />37 of limiting, by ordinance, the exception to beer and wine and that is feasible.
