CITY COUNCIL WORK SESSION May 6, 2013 <br />DRAFT <br /> 1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br />DATE : May 6, 2013 4 <br />TIME STARTED : 6:40 p.m. 5 <br />TIME ENDED : 9:15 p.m. 6 <br />MEMBERS PRESENT : Council M ember Stoesz , O’Donnell, 7 <br /> Rafferty , Roeser and Mayor Reinert 8 <br />MEMBERS ABSENT : None 9 <br /> 10 <br /> 11 <br />Staff members present: City Administrator Jeff Karlson; Community Development 12 <br />Director Michael Grochala; Public Safety Director John Swenson; City Planner Katie 13 <br />Larsen; Cit y Clerk Julie Bartell 14 <br /> 15 <br />The council held a Board of Appeal meeting previous to the beginning of the work 16 <br />session. 17 <br /> 18 <br />1 . Local Surface Water Management Plan (EOR, Inc.) – Community Development 19 <br />Director Grochala noted that the city is required to have this pla n in place and to keep it 20 <br />updated along with the Rice Creek Watershed District (RCWD). The city hired EOR, 21 <br />Inc. to complete a draft updated plan that co uld be distributed for review to other 22 <br />jurisdictions . The plan itself provides an assessment of the c ity’s water resources along 23 <br />with establishing goals and policies, implementation actions and processes and costs. 24 <br />The City’s Environmental Board has reviewed the proposed updated plan and 25 <br />recommends approval. 26 <br /> 27 <br />Brett Emmens, representing EOR, Inc ., expla ined the contents of the report, adding that 28 <br />while plans are laid out in the document , the city will decide what is appropriate and 29 <br />when. Mr. Grochala pointed out actions that are already programmed by the city and 30 <br />areas wh e re other work (funding) is pla nned for the future. 31 <br /> 32 <br />The mayor asked what has changed from the last update and what is the city agreeing to 33 <br />do by accepting the plan (including in the future)? Mr. Emmens noted that the plan 34 <br />expands the horizon into future years, to keep plans moving f orwarded as well as dealing 35 <br />with currently planned improvements. Mr. Grochala added that the plan lays out for the 36 <br />city how it will address water quality and issues related to it; the plan helps to keep the 37 <br />city consistent with state law. It is a policy document that doesn’t deal necessarily with 38 <br />specific projects. Council Member O’Donnell asked if and how the plan is incorporated 39 <br />into the city’s Five Year Forecast? Mr. Grochala explained that most of the plans are also 40 <br />included in that forecast. 41 <br /> 42 <br />The m ayor suggested that counc il members review the document and direct any questions 43 <br />to Mr. Grochala.
