4 <br /> <br /> Figure 2 Eichtens Farm, Center City MN (5 MW) <br /> <br />Size/Scale of Solar <br /> <br />When we think about solar as a principal use like we would see with a community solar garden, <br />we need to think about size and scale. The applicant would only be allowed to develop one MW <br />facility which would require a minimum of five to eight-acres of land. The statute does not allow <br />more than one MW facility to be co-located, however, the statute does not spell out how gardens <br />constructed by a single developer and located adjacent to one another are treated. Council could <br />limit the total acreage of a solar farm on a site to 8 acres of panel coverage (which would allow a <br />1 MW facility) or provide a minimum lot size on which panels could be constructed. <br /> <br />Panel Styles and Types <br /> <br />Panel height typically ranges from 6 feet to 10 feet from <br />grade. A recent project that staff worked on provided panels <br />that ranged from 3 to 6 feet from grade. The height is largely <br />determined by the angle of the panel on the landscape. The <br />panel itself is about 3 feet wide and 6 feet long. Panels are <br />placed next to one another to create rows of panels. Rows of <br />Figure 3 Typical Panel Size and Height
