CITY OF LINO LAKES <br />RESOLUTION NO. 18-72 <br />APPROVING PUD DEVELOPMENT STAGE PLAN/PRELIMINARY PLAT FOR <br />SADDLE CLUB FOURTH ADDITION <br />WHEREAS, the City received an application for PUD Development Stage Plan/Preliminary Plat <br />for Nature's Refuge hereafter referred to as "Development"; and <br />WHEREAS, City staff has completed a review of the "Development" based on the following: <br />• 4/30/2018: Civil Plans, prepared by Plowe Engineering <br />• 4/30/2018: Certificate of Survey and Preliminary Plat, prepared by E.G. Rud & Sons <br />• 3/17/2017: Engineering Field Report, prepared by Carl Anderson Engineering <br />• 3/13/2013: Northern Technologies, Inc. Soil Borings <br />• 4/9/2018: Stormwater Drainage Report, prepared by Plowe Engineering <br />• 3/22/2018: Wetland Permit Application prepared by Kjolhaug Environmental Services; <br />and <br />WHEREAS, a public hearing was held before the Planning & Zoning Board on May 9, 2018 <br />and the Board recommended approval of the "Development"; and <br />NOW, THEREFORE BE IT RESOLVED by The City Council of The City of Lino Lakes <br />hereby makes the following: <br />FINDINGS OF FACT <br />PUD, Planned Unit Development <br />Per Section 1007.024(1) Purpose and Intent, the PUD, by allowing deviation from the strict <br />provisions of this Ordinance related to setbacks, heights, lot area, width and depths, yards, etc., <br />by conditional use permit or a mixture of uses by rezoning to a PUD District, is intended to <br />encourage: <br />a. A development pattern in harmony with the objectives of the Comprehensive Plan. <br />The proposed Saddle Club Fourth Addition PUD conservation subdivision is consistent with the <br />goals and policies of the comprehensive plan in regards to resource management, land use, <br />housing, transportation and utilities. The development upholds the City's public values by <br />creating a multi functional open space greenway corridor integrated with the stormwater <br />conveyance system and wetland management. Saddle Club Fourth Addition is consistent with <br />residential land use and density requirements. Safe transportation corridors and public utilities <br />also serve the development. <br />b. Innovations in development that address growing demands for all styles of economic <br />expansion, greater variety in type, design, architectural standards, and siting of <br />structures through the conservation and more efficient use of land in such <br />1 <br />
