CITY OF LINO LAKES <br />RESOLUTION NO. 18-'1 <br />RESOLUTION DENYING AN APPLICATION FOR A <br />THERAPEUTIC MASSAGE BUSINESS LICENSE AND MASSAGE THERAPIST <br />LICENSE (INDIVIDUAL) <br />WHEREAS, the City received an application for a Therapeutic Massage Business <br />License for Dongmei, Inc. at 560 Lilac Street, and an application for an Individual <br />Therapeutic Massage License for Dong Mei Qiu; and <br />WHEREAS, the Lino Lakes Public Safety Division has conducted a background check <br />on the applicant; and <br />WHEREAS, City administration and building staff has completed a review of the <br />applications; <br />Based on the record before it, the City Council of the City of Lino Lakes hereby makes <br />the following: <br />FINDINGS <br />Lino Lakes City Code, Section 616.04(b), states that an applicant shall furnish to <br />the city the applicant's interest in the premises. No statement of interest in the premises <br />has been provided. <br />Lino Lakes City Code, Section 616.05, Subd. 3, states that an applicant must <br />provide information reasonably necessary for the issuance of the license. Applicant has <br />provided a transcript from a school but has not provided an address of residence for the <br />timeframe for the purpose of background investigation. <br />Lino Lakes City Code, Section 616.05, Subd. 5, states that premises must be <br />approved for occupancy and use by appropriate city personnel and must be in compliance <br />with all applicable laws and ordinances. A change of use permit has not been approved <br />by the city for the premises. <br />Lino Lakes City Code, Section 616.06, Subd. 3, states that an applicant will be <br />considered by the city council unless they have been determined to have engaged in any <br />conduct prohibited by Minnesota Statutes, Section 146A.08 within five years of the date <br />of their application. The Public Safety Department's report, dated July 18, 2018, on the <br />background investigation for the applicant includes reports of the applicant's engagement <br />in prohibited conduct. <br />BASED ON THESE FINDINGS, the City Council hereby denies the applications of <br />Dong Mei Qiu to operate a Therapeutic Massage Business at 560 Lilac Street and <br />application for an Individual Therapeutic Massage License. <br />1 <br />
