2 <br /> <br />The existing Mixed Use districts serve a number of purposes, both locally and regionally. <br />Locally, the Mixed Use districts were intended to create and strengthen the appearance of the <br />city’s gateways, provide higher density residential areas to promote affordable and life cycle <br />housing goals and provide opportunities for neighborhood based goods and services. The <br />emphasis is on design of compact walkable development, high architectural standards. subject to <br />a City approved master plan, at key intersections in the City. The use of the Planned Unit <br />Development process was intended to drive collaboration between the City and Developer and <br />give the City more control over the development outcome. <br /> <br />Regionally, the City is required to adopt a 2040 Comprehensive Plan that meets the regional <br />system requirements from the Metropolitan Council. There are a couple of key issues that relate <br />to the land use plan, specifically the Mixed Use land use categories: <br /> <br />1. The system statement requires the City to provide enough land to provide land in the <br />2040 service area for a planned population of 31,101. This is similar to the 2030 plan; <br />therefore, no significant changes are required to meet this requirement. <br /> <br />2. The system statement required the City to plan for new development at a minimum 3.0 <br />units/acre in the urban service area. The city wishes to keep the low density residential <br />areas (which the largest land use area in the City) at a minimum of 1.6 unit/acre, which <br />requires higher density residential areas (specifically the Mixed Use Areas or Special <br />Districts) to meet the minimum density for new development. <br /> <br />3. The system statement requires the City to provide enough land to provide their share of <br />the affordable housing need for the region. For Lino Lakes, we are required to provide <br />land for 515 affordable housing units using one of two options: <br /> <br />a. Acknowledge your community’s share of the region’s need for affordable housing at <br />three levels of affordability: <30% AMI, 31-50% AMI, and 51-80% AMI. <br /> <br />b. Guide residential land at densities sufficient to create opportunities for affordable <br />housing using one of the following options: <br /> <br />Option 1: Guide sufficient land at minimum residential densities of 8 units per acre to <br />support the community’s total allocation of affordable housing need for 2021 – 2030. <br /> <br />Option 2: Guide sufficient land at minimum residential densities of: <br /> <br />• 6 units/acre to address the community’s allocation of affordable housing need <br />at 51-80% AMI; or <br /> <br />• 12 units/acre to address the community’s allocation of affordable housing <br />need at <50% AMI. This combines the community’s allocation at <30% AMI <br />and 31-50% AMI. <br />
