Planning & Zoning Board <br />August 8, 2018 <br />Page 3 <br />DRAFT MINUTES <br />Kirk Possehl, 6694 21st Ave S <br />• Bought the home because of the wetland and there would be no building <br />behind their property <br />• Wants to know where the wetland and tree line boundary will be <br />• If the builder builds and his house floods, what is the recourse <br />• Wonders where the trail location would be <br />• Concerns around only having 2 entrances to the development and traffic on <br />21st Ave <br /> <br />Mr. Stimpson made a MOTION to close the Public Hearing. Motion was supported <br />by Mr. Ruhland. Motion carried 6-0. <br /> <br />Board addressed resident question/comments <br />• Pond will be expanded to the east <br />• Wetlands will not be impacted, going through the process with Rice Creek <br />Watershed District <br />• Stormwater pond was constructed during NorthPointe development <br />• Local road has the capacity to handle 32 more homes <br />• DNR is not involved with trees or wetlands <br />• Grading plans comply with regulations <br />• Trail is a 25 foot corridor and will hug the wetlands <br />• Ms. Peacock asked if the trail goes behind any of the existing housing <br />o Mr. Ekdom stated the trail is 50 feet from the property line <br />• Phasing plan was to allow the existing single family house to continue <br />standing for as long as possible <br />• Mr. Possehl stated the current trees are the only existing sound barrier <br />• Mr. Stimpson asked why the berm does not extend <br />o Ms. Larsen stated berm is not required to extend farther <br />• Mr. Stimpson stated NorthPointe 6th addition lots back up to the tilled land so <br />they have an echo effect <br /> <br />Mr. Evenson made a MOTION to recommend approval of Eastside Villas Rezoning, <br />PUD Development Stage Plan and Preliminary plat with the conditions. Motion was <br />supported by Mr. Ruhland. Motion carried 5-0. Abstained by Mr. Laden. <br /> <br />B. PUBLIC HEARING: Lino Lakes Storage Conditional Use Permit <br /> <br />Ryan Saltis, Community Development Intern, presented the Lino Lakes Storage <br />Conditional Use Permit staff report. <br /> <br />Alliance Bank currently owns the 5.74 acre parcel located at 440 Park Court within <br />the Marshan Lake Industrial Park. The applicant is under a Purchase Agreement with <br />Alliance Bank to purchase the parcel and will develop the property into primarily <br />outside drive-up, cold, self-storage units. <br />
