The authorization for the exercise of zoning is the police power. The police power <br />allows government to regulate individual conduct for the common welfare of the <br />community. The police power is inherent in the State, not local government Thus, <br />the only power cities have is that delegated to them by the State. <br />a. The power to zone is established in Minn.
