Mt. Simon Aquifer Study, WSB – City Engineer Wedel introduced WSB Engineer 17 <br />Nancy Ziegler who distributed the Mt. Simon Aquifer Study that she prepared with the 18 <br />assistance of a geologist. The repor t studies the potential use of the Mt. Simon Aquifer 19 <br />by comparison with the current ly used aquifers. She reported on existing wells and 20 <br />treatment, availability of aquifers, water quantity, water quality and treatment 21 <br />r equirements, construction costs for a new well, operation costs for a lower well, the 22 <br />impact an additional well would have on the existing system and regulatory impacts. 23 <br />Considerations mentioned were that bigger pipes would be required with a deeper sourc e 24 <br />and more energy would be required to pump, the cost difference in chemicals is not clear 25 <br />with available data, there would be impacts on the existing system and there is a 26 <br />regulatory impact. 27 <br /> 28 <br />The mayor remarked that the report provides information that t he council needs. The 29 <br />council discussed increasing water regulations and possible impacts on the city. When it 30 <br />was noted that the former Schmidt Brewery in St. Paul draws and sells water from the Mt. 31 <br />Simon Aquifer, Ms. Ziegler explained that they have a filtering system within the brewery 32 <br />facility. The mayor indicated that t he report provides the long -term view that is needed 33 <br />for the future; he requested that each council member receive a digital copy of the report. 34 <br /> 35 <br />1. Fence Permit for Tosney Propert y – Mr. Jim Tosney, 998 Lantern Lane, had 36 <br />addressed the council at the last work session regarding his plans to replace a fence on his 37 <br />property. He has run into issues with the inability to determine property lines and objects 38 <br />to the expense of paying for a land survey in order to get building permission from the 39 <br />city. The council had suggested that Mr. Tosney obtain a sign -off from all adjacent 40 <br />property owners. He presented permissions indicating that all those owners agree with 41 <br />the fence. Community Development Director Grochala indicated that future property 42 <br />owners could still object but he will add appropriate language to the building permit so 43 <br />that the fence can be constructed. 44 <br /> 45
