1 <br /> <br /> <br />Lino Lakes Police <br />Department <br />Patrol Staff Report <br />July 2013 <br /> <br /> <br /> <br /> <br />Purpose: <br />The purpose of this document is to provide information regarding the sworn staffing <br />levels of the Patrol Division within Lino Lakes Police Department. <br /> <br />Methodology: <br />This document discusses the unique factors that should be taken into account when <br />making a staffing assessment for the City of Lino Lakes. I t also discuss es the following <br />staffing models: per capita approach, the minimum staffing approach, and finally the <br />most accepte d staffing approach, the workload model. The workload model is then <br />broken down into an ideal staffing model, the current staffing model, and a staffing <br />model that reflects a cut of one FTE . <br /> <br />The International Association of Chiefs of Police (IACP) make s the following assertion: <br />Ready -made, universally applicable patrol staffing standards do not exist. Ratios, such as <br />officers -per -thousand population, are totally inappropriate as a basis for staffing <br />decisions. Defining patrol staffing allocations and d eployment requirements is a complex <br />endeavor which requires consideration of an extensive series of factors and a sizeable <br />body of reliable, current data. (IACP Patrol Staffing and Deployment Study , p.2 ). <br /> <br />Lino Lakes Specific F actors <br /> <br />Policing Philosophy <br />T he Lino Lakes Police Departmen t currently operates under the C ommunity Oriented <br />P olicing (COP) and P roblem Oriented P olicing (POP) philosophy. Officers are expected <br />to be actively engaged with all members of the community . Officers are also expected to <br />pa rticipate in activities that allow them to identify current and emerging problems <br />affecting our citizens. Officers often use the SARA (Scan, Analysis, Response, <br />Assessment) model to formulate a response to their identified problem. <br /> <br />The Lino Lakes Police Department operates under the COP and POP philosophies <br />because research and past practice have indicated that successful police departments <br />operate with a high level of focus and incorporate a wide array of diverse approaches to <br />crime prevention (Weisburd & Eck, 2004). In addition to empirical research, it has been <br />the experience of the Lino Lakes Police Department that our philosophy using COP and <br />POP is highly effective in reducing crime, fear, and disorder. Lino Lakes consistently <br />enjoys the lowest com bine crime rate and highest clearance rate of any city in Anoka <br />County (Uniform Crime Report, 2011). <br />
