<br />WS – Item # 6 <br /> <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 6 <br /> <br /> <br /> <br />Date: August 5, 2013 <br /> <br />To: City Council <br /> <br />From: Michael Grochala <br /> <br />Re: Pavement Management Plan Update <br /> <br /> <br />Background <br /> <br />In 2004 , the City’s Engineer TKDA prepared a Pavement Management Rep ort to provide <br />the City Council with data regarding the condition of streets within the City of Lino <br />Lakes. The report has been used to guide preparation of the City’s annual Pavement <br />Management Program and budgeting de cisions. Since 200 4 the city has co ntinued to <br />increase efforts for preventative maintenance (sealc oating) and preservation (overlays). <br />Street reconstruction is the only element of the program that has not advanced. <br />Referendums for reconstruction projects have failed twice since the 2004 r eport as well <br />as two elections to amend the City Charter. <br /> <br />In March of 2013 the Council authorized WSB and Associates to prepare an update of the <br />plan. The updated report provides a snapshot of the curren t road conditions in the City. <br />The City inspects a nd rates 25% of the street mileage annuall y. This information is input <br />into Cartegraph pavement management software, which allows us to determine the <br />Overall Condition Index (OCI) of our street network. The index is based on a scale of 0 - <br />100 with 100 rep resenting new pavement. Additionally, we are then able to forecast <br />future conditions based on specified funding scenarios. <br /> <br />Jason Wedel, City Engineer , will distribute the report at the work session and provide a <br />summary of the significant findings. <br /> <br />R equested Council Direction <br /> <br />Staff is seeking City Council direction to hold a Street Reconstruction financing <br />workshop in September. The goal would be to have the City’s consultant team provide <br />an informative overview of the options for financing improvem ents including state law <br />and charter provisions. This meeting would be followed by a policy discussion to <br />determine a preferred method for financing street reconstruction projects. <br />
