2 <br /> <br />I. Executive Summary <br />This report presents updates to the Pavement Management Report previously completed in 2004. This <br />report is intended to be used as part of the pavement management program in Lino Lakes. This report <br />includes upda tes to the data after completion of the 2012 pavement inspections which included 25% of <br />the road segments within the city . This report is not intended to be a final document on public policy or <br />planning and is subject to change upon review by the City Co uncil. <br />The City recognizes the continued degradation of the city roadways and the need for a plan on <br />maintain ing and reconstructing the roadways which includes the current policy of preventative <br />maintenance (treating the good roads) in addition to reactive maintenance (rebuilding the bad roads). <br />The components of the Pavement Management Program include: <br />1. Pavement Conditions Report <br />2. Pavement Management Policies <br />3. Pavement Management Plan <br />As the first step in the establishment of the Pavement Management Program, this Pavement Conditions <br />Report was prepared. The significant findings of this report are as follows: <br /> There are currently 95.6 miles of City roadways (improved streets, not including gravel roads). <br /> The current average OCI is 66.95 . <br /> The average city standard roadway (built to current City specifications) is 20 years old. <br /> The average non -standard roadway is 30 years old. <br /> 7 2.5 %AofAroadwaysAareAinA“adequate”AcategoryArequiringApreventativeAmaintenance: <br /> 1 4.4 %AofAroadwaysAareAinAaA“marginal”A category requiring preservation. <br /> 13 .2 %AofAroadwaysAareAinAtheA“problem”Acategory,ArequiringAcompleteAreconstruction: <br /> The City currently has an annual reclamation and seal coating budget of $4 9 0,000. There is no <br />budget in place for road reconstruction proj ects. <br /> Continuing current maintenance practices with the $4 9 0,000 annual budget for reclamation and <br />seal coating, the next 10 years will result in the network average OCI dropping from 66.95 to <br />60.69 leaving 1 8.5 % of the roadways requiring complete reconstr uction at a cost of $4 5.7 million <br />in 20 23 (Plan Year 10). <br />This report shows that the continuation of the current level of maintenance will result in the continued <br />loweringAofAtheAoverallAconditionAofAtheACity’sAroadwaysAandAwillAcostAsignificantlyAmoreAtoArestoreAoverA <br />the long term than if increased funding was provided for roadways to be maintained a nd reconstructed <br />at a more optimum time. <br />The next steps in this process would be to establish pavement management policies, continue to <br />develop an understanding of the current roadways via pavement inspections and pavement forensics <br />and continue to estab li sh a pavement management plan.
