`,- CITY COUNCIL <br />AGENDA ITEM lE <br />STAFF ORIGINATOR: Lisa Hogstad-Osterhues, Deputy City Clerk <br />MEETING DATE: August 13, 2018 <br />TOPIC Consider Resolution No. 18-96, Authorizing issuance <br />of a Temporary On -Sale Intoxicating/3.2 malt Beverage <br />Permit for The Tavern on Main — Blue Heron Days Festival <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />City Code Chapter 301 has been amended to allow consumption or use of 3.2 malt liquor in a <br />public park or public grounds in designated areas approved by the City Council. The purpose of <br />this regulation is to protect the health, safety and welfare of citizens by regulating time, place and <br />manner of conduct by establishing requirements. <br />BACKGROUND <br />The City has received an application from The Tavern on Main applying for a Temporary On - <br />Sale Intoxicating/3.2 malt Beverage Permit to serve alcohol in conjunction with their currently <br />held caterer's license to serve food at the annual Blue Heron Days Festival. <br />The Tavern will ID customers ordering alcoholic beverages and provide them with a wristband. <br />Food and beverages will be served on Saturday, August 18 from 12:00 p.m. to 6:00 p.m. <br />The Public Safety Department has reviewed the application and has signed off on the permit. <br />RECOMMENDATION <br />The Tavern on Main's application meets the requirements of the city code and has not been <br />found to present any safety concerns. Therefore, staff recommends that the council approve <br />Resolution No. 18-96, Authorizing issuance of a Temporary On -Sale Intoxicating/3.2 malt <br />Beverage Permit.
