CITY OF LINO LAKES <br />RESOLUTION NO. 18-124 <br />JOINT POWERS AGREEMENT <br />BETWEEN ANOKA COUNTY AND THE CITY OF LINO LAKES <br />FOR CONSTRUCTION OF A CUL-DE-SAC ON WEST SHADOW LAKE DRIVE <br />WITH TRAILHEAD FOR RICE CREEK CHAIN OF LAKES REGIONALTRAIL <br />WHEREAS, the City plans to reconstruct West Shadow Lake Drive, which sits adjacent <br />to the Chomonix Golf Course property owned by County of Anoka and abuts certain park <br />land; and <br />WHEREAS, the road improvements will include extending the existing dead-end road <br />with a cul-de-sac at the end of West Shadow Lake Drive to improve safety and <br />emergency vehicle access, and will provide an improved parking area and connection to <br />the neighboring Bunker -Chain of Lakes Regional trail; and <br />WHEREAS, the proposed cul-de-sac will be constructed on County Park property, for <br />which the City requires temporary and permanent easements from the County; and <br />WHEREAS, in connection with the Project, the City agrees to vacate a portion of city <br />roadway, up to and including an existing cul-de-sac on Sandpiper Road, which is <br />adjacent to the improvements that will take place on West Shadow Lake Drive. <br />WHEREAS, it is in the interest of each jurisdiction to collaborate in this Project <br />regarding the road configuration and trail facilities, which benefit both local and county <br />area residents; and <br />WHEREAS, Minn. Stat. § 471.59 authorizes political subdivisions of the State to enter <br />into joint powers agreements for the joint exercise of powers common to each. <br />NOW, THEREFORE BE IT RESOLVED by The City Council of The City of Lino <br />Lakes approves the Joint Powers Agreement with Anoka County for construction of a <br />cul-du-sac on West Shadow Lake Drive with Trailhead for Rice Creek Chain of Lakes <br />Regional Trail. <br />Adopted by the Council of the City of Lino Lakes this 24h day of September, 2018. <br />The motion for the adoption of the foregoing resolution was introduced by Council <br />Member Maher and was duly seconded by Council Member <br />Manthey and upon vote being taken thereon, the following voted in favor <br />thereof: <br />Maher, Manthey, Rafferty, Stoesz, Reinert <br />The following voted against same: <br />none <br />
