CITY COUNCIL WORK SESSION <br />August 27, 2018 <br />APPROVED <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 DATE August 27, 2018 <br />5 TIME STARTED : 6:00 p.m. <br />6 TIME ENDED 6:33 p.m. <br />7 MEMBERS PRESENT Council Member Rafferty, Maher (arr. 6*30), <br />8 Manthey, Stoesz and Mayor Reinert <br />9 MEMBERS ABSENT None <br />10 <br />11 Staff members present: City Administrator Jeff Karlson; Public Safety Director John <br />12 Swenson; Community Development Director Michael Grochala; Finance Director Sarah <br />13 Cotton; City Engineer Diane Hankee; City Clerk Julie Bartell. <br />14 <br />15 Review Regular Council Agenda of August 27, 2018 — <br />16 <br />17 Council Member Rafferty suggested that the council should highlight the donations <br />18 received for Blue Heron Days. <br />19 <br />20 Council Member Stoesz asked for further explanation on the expenditure payment to <br />21 AFSCME Local 9. Administrator Karlson explained the impact of the recent decision <br />22 of the Supreme Court relative to fair share deductions. Mayor Reinert and Administrator <br />23 Karlson discussed providing information to city employees about their options. Mayor <br />24 Reinert recommended that employees be informed about the court decision; as an <br />25 employer, it is the right thing to do. Administrator Karlson will look into the matter of <br />26 communicating that information to employees. Council Member Stoesz recommended <br />27 that the employees receive information annually on new things that impact them. <br />28 <br />29 6A) Final Payment for 2018 Street Maintenance Project —City Engineer Hankee <br />3o explained the use of Reclamite for this project, an alternative to oil and rock. Council <br />31 Members asked about the use of lime rock and any alternatives (the lime rock is a cover <br />32 and one that staff investigated prior to utilization — the roadway returns to normal look <br />33 very quickly). <br />34 <br />35 6B) Site Performance Agreement for Love to Grow On Project- City Engineer <br />36 Hankee explained staff s review and recommendation to proceed. <br />37 <br />38 6C) 2018 West Shadow Lake Drive Area Street Reconstruction — City Engineer <br />39 Hankee explained the bid process, results and funding plans. She added that the cost of <br />40 looping the pipe system has been determined and that would exceed the assessment <br />41 amount currently allowed. Further council consideration (i.e. provision of city funding) <br />42 would be appropriate. Staff is proposing with this action to declare a public hearing that <br />43 would be held on September 24, 2018. The council will have the opportunity to discuss <br />44 this in detail at the September work session. <br />45 <br />1 <br />
