COUNCIL MINUTES August 12, 2013 <br />DRAFT <br />3 <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT 91 <br /> 92 <br />6A) First Reading of Ordinance No. 07 -13, Amending Section 3, Subdivision 4.Q. of the Lino 93 <br />Lakes Zoning Ordinance Entitled Required Screening, Landscaping and Buffer Yards – 94 <br />Community Development Director Grochala reported that the ordinance amends the city’s zoning 95 <br />regulations based on previous action of the cou ncil on landscaping requirements. Staff has been 96 <br />working with the regulations since that time and is now recommending some clarifications and some 97 <br />practical changes. The Planning and Zoning Board has discussed the changes, received no public 98 <br />comment at a public hearing and is recommending council approval. Mr. Grochala reviewed the 99 <br />changes. 100 <br /> 101 <br />Council Member Roeser asked if staff will be sending forward an irrigation ordinance and Mr. 102 <br />Grochala explained that a rain sensor is already in the requirements an d staff is working on a water 103 <br />reuse element. 104 <br /> 105 <br />Council Member O’Donnell moved to approve the 1 st Reading of Ordinance No. 07 -13 as presented. 106 <br />Council Member Roeser seconded the motion. Motion carried on a voice vote. 107 <br /> 108 <br />6B) Resolution No. 13 -88, Approvin g Plans and Specifications and Authorizing Request for 109 <br />Quotes for the 2013 Surface Water Management Project – City Engineer Wedel explained that the 110 <br />city operates a system within the city to manage storm water; this project involve s maintenance and 111 <br />repair s for that system . Staff inspects the system each year and also investigates reports from 112 <br />residents. He reviewed the projects and cost proposed for this year. Based on the plans presented, 113 <br />staff requests authority to seek quotes for the project. 114 <br /> 115 <br />Cou ncil Member Roeser moved to approve Resolution No. 13 -88 as presented. Council Member 116 <br />Rafferty seconded the motion. Motion carried on a voice vote. 117 <br /> 118 <br />6C) First Reading of Ordinance No. 08 -13, Amending Chapter 403 of the Lino Lakes Code of 119 <br />Ordinances reg arding Individual Sewage Treatment Systems – Community Development 120 <br />Director Grochala explained that changes to this ordinance have been under discussion for a couple 121 <br />years, since the state changed their regulations regarding septic systems. The city has about 1800 122 <br />septic systems that currently must be inspected and pumped on a regular basis. Under new 123 <br />regulations, the systems would be inspected every three years and would be pumped as needed. 124 <br />Mayor Reinert noted that he’s heard concerns from p eople abou t the city’s requirements to pump 125 <br />when that may not be needed. 126 <br /> 127 <br />Council Mem b er Roeser moved to approve the 1 st Reading of Ordinance No. 08 -13 as presented. 128 <br />Council Member Rafferty seconded the motion.
