7 <br />safe and effective drainage and de watering needs around foundations and <br />road subgrades. <br /> Route road runoff into parkway and road ROW swales, rain gardens, and <br />infiltration areas. <br /> Route parking lot runoff into bio -swales, parking lot islands, and other <br />suitable locations that support infiltr ation. <br /> <br /> <br />I TEM 18 W ATER Q UALITY : W ASTEW ATER <br /> <br />Mitigation Strategies <br /> <br />The City will: <br /> <br />18.1 Monitor wastewater flows and not permit new development to proceed if it <br />exceeds the capacity of the wastewater system. <br /> <br />18.2 Construct the major infrastructure impro vements needed to expand the capacity of <br />the wastewater system (i.e. lift stations, forcemains, and upgrades to the existing <br />systems) in accordance with the Comprehensive Sanitary Sewer Plan and Capital <br />Improvement Plan. <br /> <br />18.3 Adequately phase capacity imp rovements. <br /> <br />18.4 Amend the Comprehensive Sanitary Sewer Plan and Capital Improvement Plan to <br />be consistent with any amendments to the Comprehensive Plan that would <br />necessitate expansions or alterations to the sanitary sewer system and regional <br />capacity nee ds. <br /> <br /> <br />I TEM 19 S OIL AND G ROUNDWATER C ONTAMINATION <br /> <br />Mitigation Strategies <br /> <br />The City will: <br /> <br />19.1 Require the removal of all tanks and associated underground piping in accordance <br />with applicable state and federal laws. <br /> <br />19.2 Require that any party that may dis cover residual petroleum contamination shall <br />follow state law and report the information to the MPCA for further investigation <br />and potential remediation. <br /> <br />
