Planning & Zoning Board <br />October 10, 2018 <br />Page 4 <br />APPROVED MINUTES <br />Low Density Mixed Residential District. <br /> <br />Mr. Grochala presented an overview of the district provisions. <br /> <br />Mr. Root asked if the land use designations fit into the zoning densities and if we will <br />put ourselves into a position of issuing more PUDs. Mr. Grochala explained that we <br />guide the area then zone consistent with the guiding noting that each zoning district is <br />tied to a specific density. He identified districts to go with Low Density Mixed <br />Residential including the R-2 and R-3 districts which allows for twins, townhomes as <br />well as the PUD option. <br /> <br />Mr. Laden asked if Mixed Residential could be a combination of R-1 and R-3. Mr. <br />Grochala stated it could as long as the overall density within the 3.0 to 4.0 range. <br /> <br />The Board was in agreement with the proposed Low Density Mixed Residential <br />District and designation of the Watermark site. <br /> <br />Planned Residential/Commercial District. <br /> <br />Mr. Grochala presented an overview of the district provisions. <br /> <br />Board members had several comments related to the Robinson Farm location. Mr. <br />Laden suggested this area to be a Signature Gateway primarily to trigger the need for <br />a master plan study. Mr. Grochala suggested that development of a master plan for <br />this corridor be included as an implementation item within the planning district <br />chapter. <br /> <br />Chair Tralle asked about the adjacent development in Blaine and how this area would <br />be served by sanitary sewer. Mr. Grochala stated that Blaine was served by a <br />separate sewer line and there is not currently sewer in Main Street. He explained that <br />the Robinson area will be served by a trunk line from the Century Farm North <br />development. <br /> <br />The board discussed the percentage of land proposed for residential and commercial <br />uses within the Robinson Area. Mr. Laden stated he would like the 75 residential/25 <br />commercial percentages to be flexible but still require some commercial. The board <br />suggested a sliding scale that set both a minimum and maximum of either commercial <br />or residential. Ms. Peacock asked for an example of commercial and suggested <br />keeping commercial to the north or south side rather than east or west noting that <br />Main Street will be a barrier for pedestrians. <br /> <br />Mr. Grochala stated that proposed percentages were used as a planning tool to <br />provide Met Council housing estimates. He noted that the district, as proposed would <br />allow for both residential and commercial uses by right.
