Watermark (Executive Summary of Master Development Agreement <br />17 attached; Regular Agenda Item 6A is full report) - Community Development Director <br />18 Grochala and City Attorney Squires reported. Mr. Grochala recapped previous <br />19 discussions which didn't include the final development agreement that is presented <br />20 tonight. <br />21 <br />22 Mayor Reinert asked what previous council approval has included. Staff directed the <br />23 council to the staff report indicating: development stage plan (2016), one amendment to <br />24 land use plan (2016) when Lennar came on we dropped a few units, eliminated 44 foot <br />25 lots, and established architectural standards that are still holding today for townhomes and <br />26 single family homes. Mayor Reinert confirmed that the architectural standards approval <br />27 will carry forward to the entire area to be developed. <br />28 Mayor Reinert asked that staff review standards that have changed since the development <br />29 was originally proposed. Staff indicated a specific list was not available but outlined in <br />30 general that garage sizes and the front porch sizes were impacted. When Mayor Reinert <br />31 asked if there were changes in setback, Community Development Director Grochala <br />32 explained that the setbacks are indicated in the report. <br />33 City Attorney Squires reviewed elements of the Master Development Agreement (MDA). <br />34 Community Development Director Grochala answered specific questions on park <br />35 elements, street improvements, property acquisition, and consideration of roundabouts. <br />36 Mayor Reinert suggested that the matter be considered at the next council work session. <br />37 There is yet much to discuss —too much to consider in the time allowed in this work <br />38 session. He remarked that the council obviously wants to move forward but it should not <br />39 be rushed. He anticipates final council consideration at the December 10 h council <br />40 meeting, after adequate discussion at the December work session. He suggests that staff <br />41 continue with the presentation they had planned for tonight. In the meantime the council <br />42 will forward questions to the Administrator who will formulate them to the attorney. <br />
