WS — Item 3 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 3 <br />Date: January 7, 2019 <br />To: City Council <br />From: Rick DeGardner, Public Services Director <br />Re: Review 2018 Parks and Trails Capital Plan <br />Background <br />As part of the City's approved 2018 budget, the City Council designated $500,000 for parks and <br />trails capital projects. The following projects have already been approved: <br />❖ Birch Park Playground $30,000 <br />❖ Trail along east side of Lake Drive, Stagecoach Trail to Marshan Lane $38,000 <br />❖ Arena Acres Park Improvements $85,000 <br />Total $153,000 <br />The following projects were recommended for funding by the Park Board during the May 7, <br />2018 City Council Work Session: <br />❖ Replace Sunrise Park Playground Equipment $95,000 <br />❖ Trail along north side of Apollo Drive, Lilac Street to Lake Drive $115,000 <br />❖ Trail along Lilac Street, Apollo Drive to 4th Avenue $250,000+ <br />A preliminary review of the trail along Lilac Street has identified several items that will increase <br />the project cost to extend the trail westward to 4th Avenue. Since Lilac Street has ditches <br />alongside both sides of the roadway (rural design), there is limited space within the existing <br />right-of-way to install a paved trail and maintain drainage. With the cemetery at 499 Lilac Street <br />utilizing the property up to the right-of-way, and Molin Concrete using their property adjacent to <br />the right-of-way for truck trailer parking, land acquisition isn't feasible. Since some of the <br />drainage ditch would need to be modified, road work to build the shoulder and the installation of <br />curb and gutter would be needed to address drainage issues. Therefore, staff is recommending <br />not including this trail section for consideration at this time and to consider it with a future road <br />project on Lilac Street. <br />The Park Board will be in attendance. <br />Requested Council Direction <br />Staff is seeking City Council direction whether to move forward with any or all of the <br />recommended projects. <br />
