WS — Item 1 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 1 <br />Date: January 7, 2019 <br />To: City Council <br />From: Michael Grochala, Community Development Director <br />Re: Birch Street (CSAH 34) proposed improvements <br />Background <br />Anoka County is planning improvements to Birch Street (County State Aid Highway 34) <br />to address deteriorating pavement conditions and safety concerns. The improvements are <br />proposed to be completed in two separate phases: <br />Phase 1 Mill and Overlay, from approximately Fawn Lane to Centerville Road <br />(Summer 2019) <br />Phase 2 Reconstruction, from Hokah to approximately Fawn Lane (Summer 2021) <br />The Birch Street Corridor Study, completed in 2010, proposed a four lane roadway from <br />Ware through West Shadow Lake Drive to accommodate existing and proposed traffic <br />volumes. The County is now considering a two lane roadway within this section. <br />Roundabouts are being evaluated to improve access at Rice Lake Elementary. <br />Representatives of the Anoka County Highway Department will be present to provide an <br />overview of proposed improvement projects, discuss the planning process and design <br />considerations. Anoka County is also meeting with the Centennial School District <br />regarding the improvements. <br />Requested Council Direction <br />None required.
