CITY COUNCIL <br />AGENDA ITEM 2A <br />STAFF ORIGINATOR: Sarah Cotton, Finance Director <br />MEETING DATE: November 26, 2018 <br />TOPIC: 2019 City Fee Schedule <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />The City Council is being asked to approve the second reading of Ordinance No. 18-18, <br />Establishing the 2019 City Fee Schedule and Resolution No. 18-168, Authorizing Summary <br />Publication of Ordinance No. 18-18. <br />BACKGROUND <br />In order to provide for a more efficient and timely method of reviewing and adjusting the <br />various fees charged by the City, fees are consolidated into one schedule to be reviewed and <br />adopted on an annual basis. The City's current fee schedule has been circulated to department <br />directors with a request to update or amend the schedule as appropriate for 2019. Staff has <br />reviewed the fees in place to ensure their ongoing equity and cost recovery ability. <br />Ordinance No. 18-18 (the proposed 2019 Fee Schedule) is attached. Recommended <br />amendments to the ordinance are tracked throughout the document. The changes proposed for <br />2019 are outlined below for your review: <br />• Weed & Mowing Violation Charges, Building Permits, Escrow Deposits, Water Meter <br />Rental and Testing Fees, Trunk Utility Connection Fees, Lateral Service Connection <br />Fees, Surface Water Management Fees, and Development Fees — Staff has adjusted fees <br />to account for inflationary increases; they are generally consistent with neighboring <br />cities. <br />The Council approved the first reading of Ordinance No. 18-18 on November 13, 2018. Staff <br />is now recommending approval of the second reading and summary publication of the <br />ordinance. <br />RECOMMENDATION <br />1. Approve the second reading of Ordinance No. 18-18, Establishing the 2019 Fee Schedule <br />2. Approve Resolution No. 18-168, Authorizing Summary Publication of Ordinance No. 18- <br />18 <br />
