clinics for sweeper and vacuum truck operation, road salt conservation, erosion control, <br />pesticide application, OSHA regulations, water resources, emerald ash borer, shade trees, <br />and DOT certification. <br />Professional associations promote continuing education and certification through <br />university-sponsoredinstitutes and provide networking opportunities. The annual <br />conferences typically offer multiple training and development sessions covering a wide <br />range of relevant topics. The city administrator is a member of the Minnesota <br />City/County Management Association. The city clerk and deputy clerk are involved with <br />the Municipal Clerks and Finance Officers Association. The finance directoris active in <br />the Government Finance Officers Association. The community development director and <br />city plannerare members of the American Institute of Certified Planners(AICP). <br />Many conference sessions earn continuing education credits to meet certification <br />requirements. For example, the Minnesota American Planning Association Annual <br />Conference provides Michael Grochala and Katie Larsen an opportunity to maintain their <br />AICP certification requirements. Networking with colleagues is integral and adds much <br />value at the conferences. <br />These organizations also offer special workshops and other professional development <br />training so members can meet the complex challenges of the job andperform at a higher <br />level. These associations continually work to advance professional and personal <br />development to enrich the knowledge, practical abilities,and leadership skills of its <br />members. <br />The Community Development budget includes training for planning commissioners and <br />environmental board members. <br />The Police Department has nearly one-third of the City’s overall training budget. <br />Approximately ninety percent of the police training budget qualifies for Police Officer <br />Standards & Training (POST) credits. Licensed officers, including the police chief, must <br />earn 48POST credits every three years to maintain their license. Since this training is <br />mandatory, cities are reimbursed for through the State of Minnesota POST Board. So far <br />this year the City has received a reimbursement of $7,860 from the POST Board. <br />Requested Council Direction <br />Staff is seeking further direction from the Council. <br /> <br />
