COUNCIL MINUTES January 28, 2019 <br />APPROVED <br />91 <br />92 Council Member Stoesz asked about the cost of design and Director DeGardner noted that design <br />93 costs are included in the cost as presented and they actually represent a small percentage. <br />94 <br />95 Council Member Maher moved to approve Resolution No. 19-13 as presented. Council Member <br />96 Stoesz seconded the motion. Motion carried on a voice vote. <br />97 <br />98 5C) Consideration of Resolution No. 19-14, Approving Amendment No. 1 To Joint Powers <br />99 Agreement Between Anoka County and The City of Lino Lakes for the Development of Woods <br />100 Edge Park — Public Services Director DeGardner reviewed his written report. He noted the <br />101 existence of a joint powers agreement with Anoka County that relates to construction and <br />102 maintenance of trails within the regional park. An amendment to that agreement is proposed that <br />103 will allow the City to construct and maintain a park in the area directly behind the YMCA. The park <br />104 will not be constructed in collaboration with the Y and will be a city park. <br />105 <br />106 Council Member Rafferty moved to approve Resolution No. 19-14 as presented. Council Member <br />107 Maher seconded the motion. Motion carried on a voice vote. <br />108 <br />109 5D) Consideration of Resolution No. 19-15, Ordering the Project, Approving Plans and <br />110 Specifications, and Authorizing Advertisement of Bids for the Woods Edge Park Project — <br />111 Public Services Director DeGardner reviewed his written report. Staff is requesting several actions <br />112 related to development of Woods Edge Park. He reviewed the proposed timeline and funding <br />113 sources. <br />114 <br />115 Council Member Rafferty noted the decision to go out for bids; what drove that change? Mr. <br />116 DeGardner concurred that it is the scale of the project and the complexity that calls for this action. <br />117 <br />118 Mayor Reinert asked about a contribution from the nearby YMCA and Mr. DeGardner noted that a <br />119 collaboration with them did not work out. <br />120 <br />121 Council Member Rafferty moved to approve Resolution No. 19-15 as presented. Council Member <br />122 Maher seconded the motion. Motion carried on a voice vote. <br />123 <br />124 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br />125 <br />126 6A) Consideration of Resolution No. 19-11, Accepting 2019 Anoka County Recycling and <br />127 Recycling Enhancement Grants — Environmental Coordinator Asleson explained that the receipt of <br />128 grant funds from Anoka County is an annual event, albeit coming forward later this year. He <br />129 reported on the City's proposed budget for use of the grant funds, if they are accepted by the council. <br />130 Council Member Stoesz suggested that staff report again with a more detailed budget on how these <br />131 grants funds will be used. <br />132 Council Member Maher moved to approve Resolution No. 19-15 as presented. Council Member <br />133 Rafferty seconded the motion. Motion carried on a voice vote. <br />3 <br />
