<br />Lino Lakes 2040 <br />Comprehensive Plan Update <br />Joint Meeting 1 <br />February 20, 2019 <br /> <br />Date: February 11, 2019 for the February 20, 2019 Joint Meeting <br /> <br />To: Lino Lakes City Council and Planning & Zoning Board <br /> <br />From: Kendra Lindahl, AICP <br />Landform Professional Services <br />Subject: 2040 Comprehensive Plan Update <br /> <br />Background <br /> <br />The Comprehensive Plan is the community’s vision for development in Lino Lakes. Although it is a physical <br />plan, it is a reflection of the community's social and economic values. These values are translated into the <br />type of land use the City desires and programs regarding economic development, housing, parks, <br />transportation and other key areas. <br /> <br />The Comprehensive Plan helps communities determine how to plan for investment in sewer, water, roads, <br />parks, and other infrastructure. When evaluating how land will be used in the future, communities also <br />consider housing needs, employment patterns, recreational space and commercial activities. Planning <br />where different uses will go helps communities maximize efficient delivery of services to businesses and <br />residents, which helps manage costs. Identifying land uses provides a guide to the City to tell them if a <br />development is located on a parcel that is consistent with the infrastructure and city services provided to <br />that area. <br /> <br />When the City adopts the Comprehensive Plan, it provides general guidance to landowners about how the <br />City expects the land to develop. The City Council must then adopt a Zoning Map and Zoning Ordinance <br />standards to implement that plan and begin work on other implementation items. <br /> <br />Background/Process <br /> <br />The City kicked off the 2040 update process with a Joint Council/Board meeting on May 15, 2017. The <br />Council and Boards completed a SWOT (strengths, weaknesses, opportunities and threats) analysis and <br />visioning process. The direction from the Council was that no major changes were desired, and the Council <br />directed staff to work with Planning & Zoning Board to work through the updates. Staff has been meeting <br />with the P&Z Board monthly to provide updates and gather direction on different chapters. Staff has also <br />met with other boards and the City Council throughout the process. <br /> <br />There were two public open house/outreach events for the public. The city created a website and a My <br />Sidewalk page to provide information and opportunities for feedback on the plan. <br /> <br />Following completion of the draft 2040 Comprehensive Plan in March 2018, the final open house was held <br />on April 3, 2018.
