Planning & Zoning Board <br />January 9, 2019 <br />Page 2 <br />APPROVED MINUTES <br />A. Main Street Shoppes 2nd Additional Final Plat <br /> <br />Katie Larsen, City Planner, presented the staff report. <br /> <br />Mr. Laden asked about the new Outlot A being platted now and how the process <br />works when something is proposed for that site. Ms. Larsen explained that a final plat <br />application is to be submitted to the City. It is being final platted as an outlot but <br />cannot be built on now. <br /> <br />Chair Tralle asked if the applicant knows who the tenants will be. Curtis Colon, MFC <br />Properties Corporation at 3460 Washington Drive, Eagan, MN 55122, stated a non- <br />disclosure agreement is in place and anticipates a leasing success for the property. <br /> <br />Mr. Evenson made a MOTION to recommend approval of Main Street Shoppes 2nd <br />Addition Final Plat. Motion was supported by Mr. Stimpson. <br /> <br />Ms. Peacock inquired if there were provision made for outdoor seating on the site. <br />Ms. Larsen confirmed there was. <br /> <br />Mr. Stimpson noted that he appreciated the parking being located at the back of the <br />building and away from the main road. <br /> <br />Motion carried 5-0. <br /> <br />VI. DISCUSSION ITEMS <br /> <br />A. Zoning Ordinance Text Amendment Regarding Multiple Principal Buildings on <br />Commercial, Industrial Parcels or Public/Semi-Public <br /> <br />Michael Grochala, Community Development Director, presented the staff report. <br /> <br />Chair Tralle asked about multiple buildings on one lot that do not belong to one <br />business. Mr. Grochala stated the applicant will have to go through a PUD process. <br /> <br />Mr. Stimpson asked about business condos. Mr. Grochala stated that it would be a <br />CIC (Common Interest Community) process. <br /> <br />Mr. Root asked how the site would be managed if an owner of a site, with multiple <br />principal buildings, decided to start renting out buildings. Mr. Grochala stated that the <br />language would be clarified to say that the buildings should be built and run by one <br />company for one use. If the building wanted to change their CUP to rent out <br />buildings, the company would need to go through a rezoning process. <br /> <br />Mr. Evenson asked if there was a formula for the amount of square footage that can <br />be built. Mr. Grochala stated buildings would be subject to the same exterior setbacks <br />and parking requirements.
