CITY COUNCIL <br />AGENDA ITEM 6B <br />STAFF ORIGINATOR: Diane Hankee, City Engineer <br />MEETING DATE: January 14, 2019 <br />TOPIC: Consider Resolution No. 19-04 Adopt Water Supply Plan <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />Staff is requesting City Council consideration to adopt the City's Water Supply Plan. <br />BACKGROUND <br />Every ten years, public water suppliers in Minnesota that serve more than 1,000 people are <br />required to have a water supply plan approved by the Department of Natural Resources (DNR). <br />This requirement, in place since the 1990s, is designed to encourage communities to <br />proactively provide sustainable drinking water for citizens, businesses and industry. <br />The Water Supply Plan is also a required component of the City's 2040 Comprehensive Plan <br />Update. The Water Supply Plan generally includes: <br />1. Review and evaluation of our existing water system <br />2. Emergency Response Procedures <br />3. Water Conservation Plan <br />4. Capital Improvement Plan <br />The City's Water Supply Plan update was submitted to the DNR in December of 2016. Since <br />then, the DNR has been reviewing the plan and requested some minor modifications. The <br />modifications included identification of natural resources that may be monitored to assess the <br />impact of groundwater withdrawals, acknowledgement of the possibility of surface water and <br />groundwater interaction, and an update of the proposed water improvements list based on the <br />latest progress with the Comprehensive Plan. The natural resource impact concern is driven in <br />part by the ongoing White Bear Lake litigation. The DNR published a technical analysis <br />demonstrating the sustainability of groundwater use in the area in October 2018 and is awaiting <br />a ruling on an appeal of the original Ramsey County District Court ruling, expected in the first <br />half of 2019. <br />The City's Water Supply Plan was approved by the DNR on January 2, 2019. As part of the <br />approval, the City is required to officially adopt the plan. <br />RECOMMENDATION <br />Staff is recommending that the City Council approve Resolution 19-04 adopting the Water <br />Supply Plan. <br />
