CITY COUNCIL WORK SESSION August 27, 2018 <br />DRAFT <br /> 1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br />DATE : August 27, 2018 4 <br />TIME STARTED : 6:00 p.m. 5 <br />TIME ENDED : 6:33 p.m. 6 <br />MEMBERS PRESENT : Council Member Rafferty, Maher (arr. 6:30), 7 <br /> Manthey, Stoesz and Mayor Reinert 8 <br />MEMBERS ABSENT : None 9 <br /> 10 <br />Staff members present: City Administrator Jeff Karlson; Public Safety Director John 11 <br />Swenson; Community Development Director Michael Grochala; Finance Director Sarah 12 <br />Cotton; City Engineer Diane Hankee; City Clerk Julie Bartell. 13 <br /> 14 <br />Review Regular Council Agenda of August 27, 2018 – 15 <br /> 16 <br />Council Member Rafferty suggested that the council should highlight the donations 17 <br />received for Blue Heron Days. 18 <br /> 19 <br />Council Member Stoesz asked for further explanation on the expenditure payment to 20 <br />AFSCME Local 9. Administrator Karlson explained the impact of the recent decision 21 <br />of the Supreme Court relative to fair share deductions. Mayor Reinert and Administrator 22 <br />Karlson discussed providing information to city employees about their options. Mayor 23 <br />Reinert recommended that employees be informed about the court decision; as an 24 <br />employer, it is the right thing to do. Administrator Karlson will look into the matter of 25 <br />communicating that information to employees. Council Member Stoesz recommended 26 <br />that the employees receive information annually on new things that impact them. 27 <br /> 28 <br />6A) Final Payment for 2018 Street Maintenance Project – City Engineer Hankee 29 <br />explained the use of Reclamite for this project, an alternative to oil and rock. Council 30 <br />Members asked about the use of lime rock and any alternatives (the lime rock is a cover 31 <br />and one that staff investigated prior to utilization – the roadway returns to normal look 32 <br />very quickly). 33 <br /> 34 <br />6B) Site Performance Agreement for Love to Grow On Project- City Engineer 35 <br />Hankee explained staff’s review and recommendation to proceed. 36 <br /> 37 <br />6C) 2018 West Shadow Lake Drive Area Street Reconstruction – City Engineer 38 <br />Hankee explained the bid process, results and funding plans. She added that the cost of 39 <br />looping the pipe system has been determined and that would exceed the assessment 40 <br />amount currently allowed. Further council consideration (i.e. provision of city funding) 41 <br />would be appropriate. Staff is proposing with this action to declare a public hearing that 42 <br />would be held on September 24, 2018. The council will have the opportunity to discuss 43 <br />this in detail at the September work session. 44 <br /> 45 <br /> 46
