8 <br /> <br /> <br />Alternative Urban Areawide Review (AUAR) <br /> <br />The site is within the 2005 I-35E Corridor AUAR as amended. Eastside Villas is consistent <br />with development Scenario 1 for medium density residential. The City Environmental <br />Coordinator and WSB reviewed the proposed development and determined it is compliant with <br />the AUAR mitigation plan. <br /> <br />Traffic Study <br /> <br />A Traffic Impact Study was prepared by Westwood in 2013 for the original NorthPointe <br />development and it concluded that intersections at CSAH 54 (20th Avenue) and Cedar Street <br />would operate at a Level of Service A. Northbound and southbound turn lanes were <br />constructed on CSAH 54 (20th Avenue). <br /> <br />A separate Traffic Assessment was prepared by Spack Consulting on July 31, 2018 specific for <br />Eastside Villas. The development is expected to generate 300 new daily trips. The level of <br />service along 20th Avenue goes from B to C. The level of service along Cedar Street remains at <br />an A. These are acceptable levels per the City’s subdivision ordinance. In summary, the traffic <br />from Eastside Villas is not anticipated to cause significant impacts on any of the surrounding <br />intersection in such a way that mitigation would be required. <br /> <br />Wetlands <br /> <br />Per the Wetland Delineation Report dated May 17, 2018, two (2) wetlands were identified and <br />delineated on site totaling 0.99 acres. Wetland 1 is a Type 1 wet meadow wetland located in <br />the southeast portion of the site. There are no wetlands impacts to Wetland 1. Wetland 2 is an <br />excavated Type 1 incidental wetland/road ditch along Cedar Street and will be filled. This does <br />not require mitigation. The project area is not located within the Lino Lakes Comprehensive <br />Wetland Protection and Management Plan (CWPMP). The applicant shall submit a WCA <br />Notice of Decision regarding the approved delineated wetland. <br /> <br />Rare & Endangered Species <br /> <br />Per the August 1, 2018 Environmental Board staff report and supported by the AUAR, there are no <br />rare and /or unique features on the site. <br />Floodplain <br /> <br />The 2015 DFIRM indicates Zone A floodplain in the southeast corner of the site near the <br />wetland. In August 2016, a Letter of Map Revision (LOMR) was obtained for the NorthPointe <br />development establishing a 915 base flood elevation for Pond 500. No impacts to the <br />floodplain are proposed with the Eastside Villas project. <br /> <br />Comprehensive Plan <br /> <br />Resource Management System Plan <br />
